Is it legal to sell celeb's merchandise?

Hi guys...!!!

I've been wondering about this thing for so long... Can we sell clothing with any celebrity face on it or a pic from a certain movie? Let's just say that I want to make a T-shirt with RObert's face on it, but the pic is my sketch, so it's not his actual photo that I use... Or maybe a sketch of Bella & Edward from the movie? Is it legal? Or do I have to get some sort of license? Copyright stuff?
